Board removes learning-center revolving-revenue article after concerns it would affect voters' budget calculus

Sam (business/finance staff) explained the rationale: legal counsel suggested language to create a revolving fund under RSA guidance so tuition paid by other districts could be placed into a self‑sustaining account used to complete targeted renovations (examples cited included HVAC and an elevator). Administration said the fund would allow renovating the Merrimack Valley Learning Center without directly raising property taxes and could be used to expand programming if revenues proved sufficient.

Multiple board members said the article arrived late (language provided by counsel Feb. 15) and worried it would change the revenue picture presented in the operating budget and could mislead voters: "This is revenue," Tom Laliberte said, noting shifting revenue assumptions could affect appropriation percentages. Jessica Wheeler Russell and others raised timing and transparency concerns. David Nesbitt moved to remove the article from the warrant; the motion passed on a roll call (7 yes, 2 no).
