Washington County panel adopts conduct, public‑comment rules; speakers limited to 4 minutes

The Washington County Plan Commission on the evening meeting adopted revised conduct and public‑comment policies that set procedures for sign‑ups and decorum at Plan Commission and BZA meetings.

Lisa, who presented the draft policies, told the commission the packet contained a two‑page form for registered speakers and a one‑page conduct document for attendees not signed up to speak. The two‑page form requires sign‑up at the building commissioner’s office (601 Anson Street, Salem) at least 24 hours before the meeting, permits email or mailed submissions to Travis Elliott, and limits public comments to three minutes per speaker and 30 minutes total; the board amended the time limit as part of tonight’s vote.

“At first glance this looks like a pretty good product,” Lisa said while reading the draft and citing Indiana open‑door law language. “The following rules govern the Plan Commission meetings to ensure decorum and order.”

Public commenters and some commissioners objected to the 24‑hour requirement and to strict time limits. One attendee said the language feels like a “stifle” and cited state legislation under discussion that they said could further limit county authority. Commissioners and staff responded with operational concerns about long meetings and the need to hear many voices.

Danielle moved to amend the speakers policy to change the per‑speaker limit (her motion originally proposed 5 minutes and settled at 4 during discussion) and to add language that preference will be given to those who sign up 24 hours in advance while allowing sign‑up at the meeting if circumstances prevent advance notice. Marsha seconded the amendment; the motion passed on a show‑of‑hands vote with at least one recorded opposition. The commission then voted to accept the two‑page speakers document as amended, and the chair declared the policy in effect.

The one‑page conduct policy for attendees was also revised to replace the term “nonspeaker attendees” with wording that applies rules to everyone in attendance and to harmonize the phrasing with cited Indiana code sections. Commissioners moved, seconded and approved the amended one‑page document; the board agreed to post the policies with agendas and make them available online.

The policies specify that speakers must provide name and address and that public commenters must be Washington County residents or property owners. The building commissioner’s office hours and contact were included in the form distributed to members. The commission said the new rules are effective immediately and will be posted with future agendas.

The plan commission’s action was limited to adopting meeting conduct and public‑comment procedures; no land‑use approvals or ordinance adoptions were made as part of this vote.

The commission will publish the approved conduct policies with future meeting agendas and provide copies at meetings.
