Wilson County committee weighs 10% pay-table increase and tenure proposal that could require property-tax hike

Wilson County budget committee members heard a detailed presentation of a proposed employee pay plan that would combine tenure credits with a 10% pay-table increase and could cost about $9.1 million when benefits are included.
Speaker 5, who presented the steering committee’s recommendation, said the 10% table change alone would cost roughly $5.1 million and that adding a tenure component brings the combined estimate to just over $9 million. Speaker 1 confirmed that a recurring 2% step is being handled separately and could be rolled into the package if the committee directs it.
Members asked how to pay for the package. Speaker 2 estimated funding options could include recapturing hotel-motel tax, diverting some interest income, or raising a judge’s tax; he said a property-tax increase on the order of 13–15¢ was a plausible funding scenario, which he calculated would add about $180 a year for a homeowner on a $478,000 house. Several members cautioned that a property-tax proposal has political risk and that timing — notably next year’s property reappraisal — matters for the mechanics and optics of any tax increase.
Insurance costs and the county’s health plan shortfall were a central part of the discussion. Staff reported a deficit in the insurance fund and described ongoing negotiations with insurer representatives and hospital systems to identify drivers of rising costs. Speaker 5 said staff planned follow-up meetings with health-system leadership to review charges and seek options to lower claim costs; the committee also discussed one-time transfers from general-fund balances as short-term "Band-Aid" measures but emphasized those are temporary fixes.
After debate, members did not vote to adopt the pay plan or to raise taxes. Instead, they asked the mayor and staff to meet with department heads and elected officials, firm up cost estimates and draft a needs list to be folded into the county’s budget meetings. Committee members said they expected the matter to return to the budget committee and ultimately to the full commission for any final vote on funding or tax changes.
Speaker 5 said, "The 10% table increase is 5,100,000 ... when you look at the tenure part added to that, that's what brings it to 9.3 ... that does include benefits as well." Speaker 2 summarized the tax estimate: "On the average home price in Wilson County right now, which is $478,000 ... you're talking about an annual increase in property tax of about $180."
The committee’s direction keeps the pay-plan proposal alive for detailed budgeting and public consideration but stops short of authorizing new taxes or permanent appropriations tonight. The next procedural step is for mayoral staff to return with precise figures during the county budget meetings so the full commission can weigh funding options and a possible referendum or tax-rate action if one is recommended.
