Planning commission approves several plats and routine rezoning items; forwards two rezoning petitions to council

The Kokomo City Planning Commission on Feb. 10 approved a series of routine plats and development-plan requests and forwarded two rezoning petitions to the Common Council.
The commission approved the final plat for Bivens Proctor Section 2A/2B (Arbor Homes), which adds 71 residential lots at 3715 South Park Road. Lance Matler of Arbor Homes presented the plat; a city platting official confirmed conformance and the commission approved the item by voice vote.
Staff also presented and the commission approved the primary and final plat for Terrace Meadows Section 1 (We Engineers / Bill Terry) and a development-plan approval for a commercial project referred to as "7 Brew" at 3800 South Reed Road; the project team said parking agreements exist with adjacent properties to address event-day demand.
On rezoning petitions, the commission voted to forward Case PO2Z26 (petition of Faith Temple, Carmen Deaton representing Kimberly Horn) to the Common Council with a favorable recommendation to rezone 935 South Kawhi Road from Institutional (IS) to C-2 commercial; staff recommended the change based on compatibility with the comprehensive plan and local traffic counts.
The commission also forwarded Case PO3Z26 (Howard County Economic Development Commission, represented by Commissioner Jack Dodd) to the Common Council with a favorable recommendation to rezone parcels at 718 South Dixon Road and 2200 West Markland Avenue from R-1 to IS to accommodate a future Howard County sheriff’s department and jail; the petitioner noted the county purchased 48 acres for that purpose and staff reported the zoning change is compatible with adjacent uses.
All items above were advanced by voice vote and will be scheduled for Common Council consideration (for rezonings) or proceed through administrative permitting (for plats and development plans).
