Committee amends 2026 capital plan to add water-main work tied to Rothschild repaving

Staff member (S4) said the village is adding a Bellwood Avenue water-main replacement to the 2026 CIP to take advantage of Rothschild's repaving project and avoid paying for roadway restoration after utility work. "Since Rothchild would have the roadway cost, it'd be a way for us to replace the utility without having to pay for restoration of the roadway," S4 said.
Staff also reported the village board previously acted on a police department building project in January; S4 asked that the CIP reflect that decision and said the Shore Avenue sanitary sewer extension east of Cedar Creek Subdivision is included with an estimated village assessment contribution of about $25,000 and the remainder reserved for future connections.
Committee member (Unidentified Speaker S3) moved to recommend that the village board amend the 2026 CIP as reflected in the minutes; the motion was seconded and approved by the committee.
What happens next: staff will finalize 2025 financials, calculate fund balances, and determine any 2026 borrowing necessary to cover the amended CIP. Projects tied to outside contractors (Rothschild repaving) will be coordinated to limit village restoration costs.
