Cleveland council extends debris contract, awards grounds contract and tables sewer-capacity deal

CLEVELAND, Texas — On Jan. 20 the Cleveland City Council authorized staff to extend the existing storm-debris contract through the fiscal year while the city issues a request for proposals, voted to award a grounds and mowing contract to the staff-recommended firm, and tabled a sewer-treatment-capacity agreement pending legal review.
Public works director Roger Brooks told council the existing debris-removal contract will expire at month’s end; staff recommended a short extension so the city won’t be without coverage during the upcoming storm season while it completes an RFP. Council authorized the extension and directed staff to proceed with the RFP process; the motion passed 5–0.
Brooks also said the city solicited 10 bids after its contractor ceased operations in August 2025 and recommended awarding the grounds contract to Geotech Lawn Services (the lowest qualified bidder). Council voted to award the contract and instructed staff to negotiate price adjustments to fit budget if needed; motion passed 5–0.
Separately, council tabled Item 18, an agreement with Union Tank for reservation of sewer treatment capacity, to permit additional legal review after staff reported the item remains under review.
