Little Miami staff outline options to restrict open enrollment to staff children as an employee benefit

School staff presented a policy discussion on open enrollment during the Feb. 10 meeting and proposed narrowing eligibility as an employee benefit.
Missus Morgan delivered three handouts including an open-enrollment resolution and policy excerpts (5111 and 5113). She explained that the district currently prioritizes open-enrollment slots by grade-level numbers and staff priority. Because the district remains on a state funding guarantee, staff said accepting additional open-enrolled students would not bring the district extra per-pupil revenue under the present funding formula.
Morgan outlined two paths: continue standard open enrollment (which generally carries state funding mechanics) or adopt a policy that treats open enrollment for staff children as an employee benefit (which, as drafted, would not produce additional compensation under the current guarantee). The proposal would keep senior-privilege rules in place for students finishing their senior year.
Staff recommended working with NEOLA and the NEOLA representative to craft policy language, bring a first read to the March board meeting and consider final approval at the April meeting. Board members expressed support for drafting the change and asked staff to present the policy at the March policy meeting.
