David Spence, a member of the Flagstaff City Council who spoke "as a citizen," brought a resident concern during public comment about turning lanes in front of the Bluffs Senior Living Center.
"This citizen is a resident of the Bluffs Senior Living Center, and he is concerned about the turning lanes in front of the Bluffs," Spence said, explaining that short spacing between the turn into Canyon Del Rio and the turn into the Bluffs causes confusion when drivers stop in turning lanes and some drivers travel at or above the speed limit on Butler Avenue.
Spence noted that Butler Avenue has major renovations planned, including roundabout and complete‑street work, but that those improvements are several years away. He asked the commission to note the immediate safety concern until the larger Butler projects are constructed. Chair acknowledged the comment and staff took the concern for follow up; no formal action was taken during the meeting.
The exchange was recorded during the public‑comment portion of the agenda; staff later emphasized Butler remains part of long‑range projects and that targeted near‑term mitigations could be considered if shown to be effective and feasible.
