Union board approves contracts, personnel actions and $32 million bond resolution; moves into executive session

Contract and procurement decisions included awarding a contract to Magnum Construction Inc. for $249,500 from bond funds to relocate a problematic 8-inch underground water line at the high school to an overhead riser and to build a small riser room beneath the northwest stairwell. Dr. Robinson described repeated ruptures of the underground line and told the board the change will reduce the risk of future underground damage and make repairs easier.
The board approved a three-year renewal with SecureTech (Linewize) for Internet-filtering services at a cost of $147,957.75 from bond funds. An unnamed presenter described the service’s three components — content filtering, a classroom-monitoring feature and a human-monitoring service that flags searches for self-harm — and said the monitoring had enabled staff to intervene in at least half a dozen instances of suicidal ideation.
The board also approved a midyear change in casualty insurance coverage effective March 1 after staff told the board the carrier Liberty Mutual had, on multiple occasions, completed claim payments without communicating with district staff. The presenter said the district worked with Bank First to identify options expected to reduce district costs.
On personnel, the board appointed Victor Redd as a certified adjunct teacher for the remainder of the 2025–26 school year while he pursues alternative certification. The board previously approved an updated early retirement incentive participation list showing remaining participants: 11 teachers, three administrators and six support staff.
On finance, the board approved a preliminary resolution authorizing steps for a $32,000,000 general obligation building bond sale. Dr. Williams said the resolution sets maturity amounts and sale logistics, approves distribution of the preliminary official statement that staff had updated with bond counsel, and sets a sale date of March 9 at 11:30 a.m.; staff will accept electronic bids then return a recommendation for award that evening.
Before adjourning to executive session under Oklahoma statute Title 25 Section 307B.1, the board recorded roll-call votes for the actions described above. The chair announced the board had entered executive session to discuss the superintendent’s and chief financial officer’s evaluations.
