Council approves zoning for Valley Christian, Casey's Meadow construction, liquor licenses and grant applications

At its Feb. 10 meeting, the Oshkosh City Council approved a package of ordinances and resolutions covering zoning and development, liquor licenses, and grant applications.
Zoning and development: The council approved a zone-change ordinance to allow Valley Christian School to develop a new high school on the north side of the city and adopted both a specific implementation plan and the general development plan for the school at the northeast corner of Vinland Street and West Fernau Avenue. Council also approved ordinances to authorize public construction and to establish street grades for Casey's Meadow South (fifth addition, lots 115–144). Planning Commission recommended approval of the Valley Christian items.
Liquor licenses: The council approved a combination class B beer and liquor license for Whitskeys at 1700 Oregon Street. For the Parlay Lounge at 582 North Main Street, council members amended the resolution to designate the license as a "reserve" class B beer and liquor license before voting to approve the item as amended.
Grant authorizations: Council authorized submission of an application to the Wisconsin Economic Development Corporation for the talent recruitment grant program and approved submitting an application to the U.S. Department of Transportation BUILD grant program. Councilmember Flom stated he would abstain from the BUILD vote because of the nature of his employment; the item otherwise carried.
