Banning USD board approves oversight committee and several routine items

At its Nov. 13 meeting the Banning Unified School District board appointed members to a citizens’ bond oversight committee, approved policy and organizational calendar items, and adopted multiple consent and business items. The Banning Unified School District Board of Trustees approved the formation of an independent citizens’ bond oversight committee and appointed four community members in a unanimous vote.
Director of facilities explained the committee’s role in overseeing voter‑approved Measure M projects and in preparing oversight for Measure O. Applicants Susan Abel, Karina Alanis, Adrianna Hubert and Maria Lopez Torres introduced themselves and described volunteer, education and community‑engagement backgrounds. The board approved the appointments on a 5‑0 vote.
The board also certified the date and time of the annual organizational meeting to be Dec. 11, 2025, at 5:30 p.m., and approved multiple routine business items. The consent calendar (items 5.2–5.4) was approved in one motion, recorded as 5‑0. Business services items including notices of completion and contractual agreements were approved in separate motions recorded in open session as 4‑0 where noted on the record.
On academic policy, the board adopted revisions to Board Policy 6146.1 (high school graduation requirements). Trustees confirmed the policy increases the science requirement from two to three years for the class of 2026 and adjusts the distribution of Career Technical Education, foreign‑language and visual/performing arts credits; the language‑requirement change was postponed to the class of 2027 to allow the district to offer necessary courses. That motion passed 5‑0.
Item 7.2, the school plans for student achievement for multiple campuses, was approved after questions about state‑imported data gaps in SIPs and on the use and monitoring of supplemental programs. Staff said state data sometimes omits fields that will be filled in, and principals agreed to correct missing entries. The board recorded the vote as passing 4‑0 after a member stepped out at 8:57 p.m.
Adjournment was taken at 9:09 p.m. and recorded as passing on the final motion listed in the minutes.
