Swampscott committee discusses Clark School: keep as swing space or transfer to town

Several members said the district should consider decommissioning Clark and returning it to the town if it will not be used for administration or early-learning offices, while others urged preserving the building under a long-term memorandum of understanding so it can serve as swing space during future renovation projects. "If we hold on to it for 40 to 50 years and never use it, are we going to be managing empty buildings?" one member asked, urging broader town involvement. Another member noted the MSBA previously recommended retaining Clark and cautioned that the town might use the facility for other municipal purposes.
Questions centered on maintenance costs, who bears liability and how a transfer or MOU would affect future options. Speakers flagged that the Statement of Interest window for the Massachusetts School Building Authority opens in January and that financial health of the town will affect any timely renovation or rebuild. Facilities concerns included building systems (windows, boilers, other critical repairs) and whether interim uses such as preschool or rec-department programming would raise operating costs.
No formal action was taken. Committee leaders said they will convene a broader set of stakeholders, including the town administrator, select board and finance committee representatives, and will obtain MSBA guidance and facilities-cost estimates before bringing a formal recommendation back to the committee.
