Scott County Council approves broad slate of additional appropriations and transfers

The council unanimously adopted Ordinance 2026‑1 to provide $3,393 from the opioid‑restricted fund as a county match to support CASA (Court Appointed Special Advocates), after CASA representatives explained the amount would secure state matching funds.
Highway department requests were also approved. Ordinance 2026‑2 authorizes $20,000 for road salt or calcium chloride amid regionwide shortages; Ordinance 2026‑3 authorizes $19,000 for the department’s CDL training fund; and Ordinance 2026‑4 moves $23,000 from auction proceeds to cover building repairs and materials. Highway officials cautioned the council that salt purchases may require rapid action because supplies are limited.
The council approved an encumbrance of $3,675.50 to carry a 2025 rock purchase forward into 2026 and accepted a $983 transfer from repair and building maintenance to equipment purchase to cover a tractor/truck payment.
Prosecutor’s office funding for an Axon evidence‑management subscription was added through three ordinances (2026‑5, ‑6 and ‑7), totaling $21,702. The prosecutor’s representative said this year’s cost was covered by seizure/forfeiture and diversion funds but warned future subscriptions may need general‑fund support.
The coroner’s office received a package of changes and a $32,334 appropriation (Ordinance 2026‑10) to add staff lines, training and equipment after the coroner described gaps in coverage and investments the office has made in technology.
Council members processed a long list of additional appropriations across departments — including IT, clerk, recorder, veterans services, Purdue Extension and highway funds — and adopted an amended salary ordinance to allow payroll adjustments tied to approved raises.
All measures described above carried with unanimous or near‑unanimous votes unless otherwise noted. Council members instructed staff to return several paused items (notably restricted‑fund reclassifications tied to state Gateway reporting) after legal and agency guidance.
