Broomfield adopts 2024 International Building Code package, including Colorado low-energy and carbon code

The Broomfield City Council voted unanimously to adopt the 2024 International Building Code package and the Colorado Low Energy and Carbon Code (LACC) with five additional local amendments recommended by staff.
Chief Building Official Tim Pate told the council the 2024 package updates construction standards, materials and life-safety requirements, and incorporates the state LACC that emphasizes improved energy performance. Pate said the state code group process produced an electric-preferred energy code and that staff and the Advisory Committee for Environmental Sustainability recommended five strengthening amendments.
Elizabeth Mays, chair of ACES, told the council the committee voted 10–0 to recommend adopting the LACC and the staff amendments, saying the measure advances greenhouse-gas-reduction goals. Council members expressed support for moving toward an electric-preferred approach while acknowledging the need for workforce training and federal grant support for electrification measures.
If adopted on second reading, Ordinance No. 2,295 would apply to all permits issued on or after April 15, 2026. Pate said the department expects additional guidance and cost data from the Colorado Energy Office but noted that some industry associations estimate relatively small net costs for compliance.
