Weld County Commissioners approve minutes, bids and road closure; accept right-of-way dedication and dismiss code penalties

The Weld County Board of County Commissioners on Jan. 12 handled a slate of routine and project actions, including approvals of prior minutes and the consent agenda, awarding two procurement contracts, authorizing a temporary road closure for bridge work, accepting a deed dedication for High Plains Boulevard and dismissing a code-enforcement penalty after staff confirmed compliance.
Minutes and consent items Commissioner Peggy Buck moved and Commissioner Lynette Peppler seconded to approve minutes from Dec. 29, 2025; the board approved the motion by voice. Commissioner Jason Maxey moved and Commissioner Kevin Ross seconded to approve the consent agenda; the board carried that motion by voice.
Contracts and procurement Toby Taylor, Purchasing, reported that a selection committee reviewed 10 vendor proposals for subsurface utility engineering and recommended awarding the contract to Ares Associates (Fort Collins). "Therefore, the recommendation to is to award to Ares Associates in a total amount of $700,000 for calendar year 2026," Taylor said; the board approved the award after a motion by Commissioner Buck and a second by Commissioner Ross.
For the county's core network, Purchasing recommended Trace 3 Government LLC (Colorado Springs) as the lowest-cost responsive bidder and requested emergency approval under county bid regulations because two upcoming canceled meetings could affect pricing guarantees. Taylor said the recommended award amount is $899,064.54; Commissioner Jason Maxey moved and Commissioner Lynette Peppler seconded approval and the board voted to carry the motion.
Road closure and right-of-way Public Works requested a temporary closure of Hemlock Avenue between East 18th Street and East 24th Street from Jan. 20 through April 15 for replacement of bridge structures. The department said detours will be a mix of gravel and paved roads with dust mitigation and advance variable message boards; Commissioner Kevin Ross moved and Commissioner Peggy Buck seconded approval and the motion carried.
Public Works also presented a deed of dedication from Go Home Port Camelot LLC for High Plains Boulevard (Weld County Road 9 1/2 between County Road 32 and County Road 34). Cameron Parrott said the property was one of the first acquired as part of the High Plains Boulevard project and staff recommended acceptance of the dedication; the board voted to accept the deed and authorized the chair to sign.
Code enforcement dismissal Assistant County Attorney Mac Conroy (standing in for Adria Shield) updated the board on case CCV22-20003 regarding Daniella Flores, noting the county court found violations beginning Jan. 8, 2024, with a 25-per-day penalty and that outstanding penalties were $11,725 at the time the case was continued. Staff received new photos showing the RVs were removed and recommended dismissal; Commissioner Kevin Ross moved to dismiss the violation and penalties, Commissioner Lynette Peppler seconded, and the board carried the motion.
All actions recorded at the meeting were approved by voice vote with motions and seconds as stated.
