Weld County commissioners approve series of contracts, grants and $5,000 donation; DOLA award falls short of request

WELD COUNTY — The Weld County Board of Commissioners on Dec. 1 approved a package of contracts, grant applications and donations covering employee benefits, public-health programs, opioid prevention and a motor pool construction project.

The board approved an amendment to contract ID 10121 to update the county cafeteria plan so the dependent-care flexible spending account (FSA) contribution limit matches a recent federal change. A presenter told commissioners the federal annual dependent-care FSA contribution limit was raised from $5,000 to $7,500 and asked the county to increase the employee contribution maximum to $7,500 for 2026; the board approved the amendment on a voice vote.

The Weld County Department of Public Health and Environment asked the commission to accept a $5,000 donation from the Bond Family Foundation to buy HEPA vacuums and other household supplies to help families abate lead hazards discovered during inspections. "Our staff, provides lead inspections when children are found with high blood lead levels," said Jason Cheshire of the health department, who recommended accepting the funds. Cheshire said the $5,000 could be used to assist "6, 8, maybe 10 families over the course of time," depending on cases identified. Commissioners approved acceptance of the donation.

The board also approved a cooperation agreement (contract ID 10114) with the Weld Opioid Regional Council that funds a coordinator role and an additional 0.5 full-time equivalent position for opioid-prevention efforts; the department said this will not require additional county funding.

Public-health grants were addressed in two other items: the county approved a letter of intent to apply for the State Tobacco Education Prevention Partnership (TEPP) grant cycle for 2027–2029, a program the department said currently funds 2.5 full-time positions; and the board approved an amendment to a public-health emergency preparedness contract that restores funding to $311,326 after a prior 25% reduction.

In capital projects, Patrick O'Neil of Facilities told the board that a Department of Local Affairs Energy and Mineral Impact Assistance Fund (EIAF) application for the Motor Pool Complex requested $1,000,000 but resulted in a partial award of $600,000. "To only get 600,000 is quite disappointing, not going to lie," said Commissioner Evan Ross, who voiced frustration with the lower-than-expected award while supporting acceptance of the grant. The board accepted the $600,000 award.

The commission approved the formal acceptance of a special warranty deed transferring three downtown parcels in Greeley so the property can be included in the Justice Center development record, and it approved a planning request to release project collateral and accept a $9,581.30 irrevocable letter of credit as warranty collateral for PUDF-22-0004 (Lisonbee Brothers LP and Spring Meadows LLC).

All agenda items that went to a motion were approved on voice votes. The record shows commissioners moved and seconded each item and the chair called for ayes; individual roll-call tallies were not recorded in the minutes.
