Weld County commissioners approve human‑services contracts, $80,106 federal grant and two temporary road closures

Weld County commissioners on Nov. 26 approved several contracts and two temporary road closures during a brief meeting that drew no public commenters.
Deputy Director of the Department of Human Services Tame McGrath asked the board to approve Contract ID 10077, a professional‑services agreement with Esther Dennis to serve as a parent peer coach and foster‑parent training co‑facilitator. McGrath said the contract sets a rate of $37.13 per hour and covers Jan. 1 through Dec. 31, 2026, with potential annual extensions by written agreement. The transcript’s stated “not to exceed” dollar figure for the contract was unclear and is not specified in county minutes. Commissioners Jason Maxey and Kevin Ross moved and seconded approval; the board approved the contract by voice vote.
McGrath then presented Contract ID 10087 with Life Stories Child and Family Advocacy, which the county will use to coordinate child‑abuse investigations with county child‑welfare staff, the sheriff’s office and the district attorney’s office. The agreement was presented as a longstanding partnership and carries a monthly cost of $992.75 for calendar year 2026, subject to extension by mutual agreement. The board approved the contract by voice vote.
The board also approved Contract ID 10099, a notice of funding allocation and work plan for a Foreign Labor Certification (FLC) grant from the Department of Labor and Employment totaling $80,106 for the term July 1, 2025–June 30, 2026. McGrath said Weld County will administer the federal funds and provide related services; she also noted the county supports Larimer County on related work with separate reimbursement arrangements. Commissioners approved the allocation by voice vote.
In public‑works business, Amy Meche presented a request to temporarily close County Road 47 between County Road 76 and State Highway 14 to replace two irrigation culverts. The closure was approved to run Dec. 1–Dec. 12 with a detour described as about two miles of paved roadway and two miles of gravel; crews will use water for dust control if needed. Separately, Imi Muchi, presenting for Crow Creek Construction, asked the board to approve a temporary closure of 83rd Avenue between East 4th Street and 0 Street to install a 16‑inch waterline for the City of Greeley; that closure was approved for Dec. 15–Jan. 2, with paved detours and advance message boards. Commissioner Ross noted frustration that the waterline installation did not occur during prior longer closures.
All listed motions (minutes approval, hearing certification for COZ250002—Bowtie Properties LLC, consent agenda, general warrants, the four contracts and both closure resolutions) were moved, seconded and approved by voice vote. The chair opened the public comment period, cited Weld County Code section 2‑1‑20.8 regarding decorum and restrictions on comments about items scheduled for future public hearings, and adjourned the meeting after no speakers came forward.
The board is scheduled to continue routine business at future meetings; no votes were tabled or postponed during this session.
