Warwick — Planning staff told the Finance Committee they recommend selecting Race Coastal Engineering Inc. to design and oversee construction of a replacement pier at Appenard Cove after a qualifications‑based evaluation and negotiated scope and price.
Planning Director Tom Kravitz said staff consulted CRMC and other firms and negotiated a price with RACE that "honor[ed] the full scope of work for '75 and change,'" describing the number as roughly $75,000 for the RFQ phase. Harbormaster Jeff Barris told the committee bottom borings in adjacent areas exist and CRMC staff found those data sufficient to proceed without a new subaqueous vegetation survey under the current scope; Barris said CRMC and planning had confidence that subsurface conditions were adequate for expected pile depths.
Funding and schedule: Kravitz said staff planned to use the mooring fee reserve (account 3570400, which has a balance reported in the packet) to cover the engineering services rather than tapping tourism funds. The RFQ and negotiations aimed to complete design and permit steps in time to construct the pier during the summer permitting window if permits are granted.
Committee questions focused on scope, whether additional borings might be required during construction and the timeline for permitting and construction. Planning and the harbormaster said they would brief the council on any unexpected subsurface findings and any budget implications.
