Daggett County adopts rural economic blueprint, staff to start implementation

Daggett County commissioners voted to adopt the Daggett County and Dutch John Rural Economic Blueprint during their Jan. 29 meeting, approving staff-proposed edits and directing county staff to begin implementation.
Consultant August, who led the presentation, summarized several revisions made after meetings with local stakeholders, including a rewritten strengths paragraph that highlights agriculture and ranching. "Agriculture and ranching activity provides a strong base of cultural heritage and ongoing economic activity that contributes substantial property tax and employment in Dyson County," August said during his presentation, citing local input and updated data.
August also reported updated land-ownership figures and added language in the opportunities section noting that "improvements to water treatment facilities are nearing completion, and improvements to sewer treatment facilities are scheduled to start soon." He said the team had reached out to the Utah Geospatial Resource Center to verify acreage and that several community concerns about development and federal land ownership were reflected in revised threat and barrier language.
The presentation included school-enrollment statistics provided to the consultant by Bruce Northcott, the local district superintendent, which were inserted into the demographic section. August read the revised text and noted declining enrollment trends in the county.
Commissioners expressed appreciation for the edits and for outreach to local partners. Commissioner Lytle and others thanked the consultant and staff for incorporating feedback. A motion to approve and adopt the Daggett County and Dutch John Rural Economic Blueprint was made, seconded and approved by voice vote.
August said he will provide technical support while county staff member Laurie will lead the implementation work and the creation of a tracking spreadsheet to monitor goals, strategies and projects. The plan adoption authorizes staff to proceed with the next steps identified in the document, including follow-up on water and sewer upgrades and incorporation of exact program and membership numbers where available.
The commission did not attach additional conditions to adoption beyond coordinating implementation and verifying outstanding data; staff will return to the board as needed on implementation milestones.
