Council approves cut request, schedules further study on traffic and orders review of street lights; moves into executive session on litigation and property

At its Jan. 20 meeting, the Mentor City Council approved a cut request from Camino Construction for a new 12-inch storm-sewer connection at 7343 Chillicothe Road to serve the Menor Heights subdivision phase 1.
City Manager Filipiak also announced the 2026 Hometown Heroes banner program (about 70 banner positions) with banners 30 inches by 60 inches to be displayed on Center Street between I-90 and Manor Avenue from Memorial Day through Veterans Day. He also promoted the Lake County Chili Open fundraiser on Jan. 24 to benefit the United Way and announced three new businesses opening in the city (Lake Erie Acupuncture, Lucky Girl Studio, Happy Feet Company).
Council member Blake asked staff for a traffic study of Chillicothe, Heisley and Manor avenues in response to intermittent but severe backups near commercial areas. The city engineer said two traffic studies are underway — an intersection capacity study (including counts and potential right-turn lane) and a corridor signal-timing study — and staff plan to install a permanent camera at the intersection to gather firsthand data. Council asked staff to compare independent counts before making recommendations.
A council member raised concerns about numerous street lights being out along Bellflower and Center Street and asked staff to coordinate with FirstEnergy to address the outages and dim fixtures.
Late in the meeting the council voted to adjourn to executive session under Ohio Revised Code section 121.22(G)(3) to consult with the director of law on pending litigation involving Chiavani and Versa Martin, and under section 121.22(G)(2) to consider purchase of property for public purposes; both motions were approved on roll call. The council later returned to open session and moved to adjourn.
The meeting included routine minutes approval and committee correspondence; no public hearings were on the agenda and there were no persons before council during public comment.
Votes and formal actions taken at the meeting (selected): ordinances 26-003, 26-004 and 26-005 passed; Resolution 26-R-104 (public-records designee) adopted. Resolution 26-R-103 (PUCO comments) was set for second reading.
