Council approves up to $525,000 award for Boise Park Storybook Park; city reports pickleball courts complete

The Mineral Wells City Council voted 5-0 to award Request for Proposal 2026-002 for the design and construction of a Storybook Park at Boise Park to the highest-scoring firm, Compan, in an amount not to exceed $525,000.
Sam Rotem, who presented the RFP summary to the council, said the solicitation drew five responses and staff recommended Compan. "Staff does recommend that the mayor and council approve the award of request for proposal 2026-002, design build of Storybook Park to the high scoring firm, Compan, in the amount not to exceed $525,000 for fiscal year 2026," Rotem said. He told the council the budgeted funds include $225,000 from the library trust fund and $300,000 from the sale of the city's old post office building.
On project timing, Rotem said that if the council approved the contract the city would move immediately to execute it, estimating about 90 to 120 days to finish design and roughly six to eight months for construction to follow, while noting the timeline depends on final design approvals.
The council's parks presentation that preceded the award included multiple capital updates. An unidentified presenter described the completion of a six-court "backyard" pickleball complex installed on two former tennis courts and thanked a T-Mobile hometown grant that helped fund the project. "The six pickleball courts are complete," the presenter said, noting turf, crushed granite and new lighting are in place and a pavilion and other amenities are on order.
Staff also provided an update on median landscaping projects along US-281 and US-180, and said the city did not receive a separate matching grant for West City Park but still has $700,000 available from the sale of the old post office to fund improvements. The presenter said the selection committee for the Storybook Park RFP included a library representative, Ryan Roach (parks board chair), Melvin Flores (parks supervisor) and Mark Sparks (public works).
Councilmember (speaker 7) moved to approve the RFP award and Councilmember (speaker 8) seconded; the motion carried 5-0. Councilmembers also discussed whether funds from the estate of former Mayor Willie Casper would be used in naming elements of the project; the council indicated naming remained under consideration.
