The Highland City Council authorized a contract at its Feb. 3 meeting to outfit two source wells with permanent chlorination capability, a step staff said is intended to give the city responsive tools to address total-coliform hits and protect distribution-system water quality.
Chris (city staff) explained the project and federal/state guidance for disinfection: "Chlorine residual assists in reducing the likelihood of disease for microorganisms in water systems," he said, citing the Utah Division of Drinking Water and EPA guidance. Staff emphasized that equipping wells does not mean the city will immediately begin continuous chlorination; instead, chlorination would be used when water-quality monitoring or state permit conditions make it necessary. Staff also described prior "batching" actions (temporary chlorination of tanks) used to respond to localized test results.
Bids were solicited; staff said Vancon submitted the low construction bid at $467,000 and that adding a typical 10% contingency brought the total to roughly $513,700. The council moved to award the well-chlorination project for $513,700 (motion language recorded in the minutes) and approved the award on the recorded vote. Staff said the project would be funded first with a $1,000,000 state grant for water improvements, with city funds covering any remaining balance.
Council members pressed staff on operational safeguards, redundancy and emergency response if a chlorination pump failed; staff said the proposed installation includes redundant tanks and automated controls and that the system could be operated from alternate wells in emergency conditions.
Ending: Council asked staff to schedule public-work sessions on broader chlorination policy; staff said it would bring more detailed public outreach and monitoring plans to future meetings.
