Freeport council awards well-drilling contract, approves CEI and issues notice to proceed

City of Freeport council members on an agenda meeting voted to award the initial drilling contract for a new municipal production well — identified in staff remarks as the "3280" well — and to approve the related oversight and next steps.
Engineering staff told the council, "We have good results for the 3280" and recommended awarding the drilling contract to Road Drilling for $369,950; an alternative bid from Clark Well Drilling was listed at $887,950. A councilmember moved to approve the low bid and another seconded; the council recorded the vote as carried.
The engineer said the well is intended as the city’s production well and described it as a 10-inch casing. On expected yield the engineer said the project team is "anticipating probably 250 gallons per minute production out of that well" and cautioned that a higher target could cause problems: "we'd hope for 500 gallons per minute boat. We're thinking that higher rate is gonna cause some issues." Engineering noted final permitted capacity will be submitted to Northwest Florida as part of the permit application after drilling results are confirmed.
Council also approved a construction engineering and inspection (CEI) proposal for $67,980 to oversee the well construction and approved issuing a notice to proceed; engineering advised the contractor could be ready to start by April 1 and that construction would take "approximately 90 days." Staff said the drilled well will be used as the production well so no separate production well drilling will be required.
The decisions were taken by recorded vote at the meeting and were introduced as discrete motions and approvals during the engineering presentation. No member of the public registered opposition during the roll call. The council did not set a different schedule in the meeting record; final production yield and formal permit issuance are contingent on post-drill testing and regulatory approval.
