Weld County commissioners approve APS cooperative-agreement template, proclaim ‘Eaton Reds Day’

The Board of Weld County Commissioners on Jan. 7 approved a standard cooperative-agreement template to guide Adult Protective Services work with local law enforcement and the DDA’s office, and recognized Eaton High School’s girls volleyball team with a proclamation.
Jamie Ulrich of the Weld County Department of Human Services told the board the template clarifies "the coordinated duties and responsibilities of the agencies that involve the reporting, responding to, and investigating allegations of abuse, caretaker neglect, and exploitation of at risk adults." Ulrich asked the board to approve the cooperative-agreement template used between the department and local partners.
Commissioner Perry Buck moved to approve the resolution adopting the template; Commissioner Kevin Ross seconded. The board voted in favor and the motion carried.
The board also read and signed a proclamation naming Jan. 7, 2026, "Eaton Reds Day" in Weld County to honor Eaton High School’s girls volleyball team for winning the Class 3A state championship at the Denver Coliseum on Nov. 15, 2025. Commissioner Kevin Ross read the proclamation noting team accomplishments recorded in the text. Students and coach Matt Beaker joined commissioners at the dais; Beaker praised the team as "one of the hardest working groups you’re ever gonna see."
During public comment, Steve Teets of Greeley asked why the county and city could not expand the existing courthouse or build on an alternate downtown site instead of a church property the city has purchased for a justice center; Chair said the county determined repairs to the existing Centennial Center would cost about $40,000,000 and that a land swap and new construction were planned. Teets also described personal transportation difficulties after a medical diagnosis and urged the county, Greeley and Evans to pursue better local and regional transit, mentioning RTD/RTA connections; Commissioner Scott James and the Chair said meeting materials and MPO (Metropolitan Planning Organization) minutes would be provided to him.
Votes at a glance: The board approved the minutes for Dec. 24, 2025 (motion: Commissioner Perry Buck; second: Commissioner Lynette Peppler), approved the consent agenda (motion: Commissioner Kevin Ross; second: Commissioner Lynette Peppler), and approved the resolution adopting the Adult Protective Services cooperative-agreement template (motion: Commissioner Perry Buck; second: Commissioner Kevin Ross). All recorded motions passed.
