Weld County commissioners voted Dec. 8 to award the owner’s‑representative contract for the Weld County Judicial Center to Level 5 Collaborative for $9,325,000 following a competitive two‑round procurement process.
Toby Taylor of the county purchasing office told the board the solicitation attracted 10 proposals and that staff and an evaluation committee shortlisted three finalists. The board interviewed the three finalists under the published grading criteria and evaluated presentations, project approach, qualifications and schedule. Facilities staff recommended Level 5 Collaborative as the best overall value.
Commissioners praised the shortlist and said the winning team offered an aggressive schedule (a factor commissioners described as “time is money”) and noted that Level 5 Collaborative is a Weld County‑based firm, which factored into discussion of local economic benefit. Commissioner Jason Maxey and Commissioner Scott James both said schedule and local ties distinguished the recommended firm; Commissioner Kevin Ross called the project “historic” and expressed confidence in staff and the consultant team.
A motion to approve the contract award carried on voice vote. The board recorded the award to Level 5 Collaborative and authorized appropriate staff action to proceed with contract execution.
