Commissioners and participants said narrow streets and existing setback rules limit curbside space, so the proposal was changed from R‑2 to R‑3 to ensure duplex units could fit on the lots. "So there's no room on each side," Speaker 1 said, urging careful measurement of footprints and parking. Staff and other participants reviewed lot coverage limits and used a 40% coverage example to illustrate how a duplex footprint could be accommodated.
The approval came after members weighed parking overflow and possible use of a nearby city parking lot as an overflow option; speakers suggested including overflow parking terms in future rental agreements. Speaker 3 noted the city lot exists but cautioned staff cannot assume tenant parking there without a formal arrangement.
A motion to approve the item was made during the meeting; the clerk counted three 'yes' votes and the body moved on to old business. The commission then opened a lengthy discussion about manufactured, modular and tiny homes and agreed to treat those topics separately at the next meeting.
