Williamsburg County Council approves bond reading, adopts election-transfer ordinance and accepts water/sewer bid

At its March meeting the Williamsburg County Council approved first reading of a $8.319 million waterworks and sewer revenue bond, adopted an ordinance transferring municipal election authority for the Town of Lane, accepted a $299,856 bid to operate water and sewer services, passed a resolution supporting the Black River Park initiative, and amended the agenda to add a Berkeley County industrial-park amendment.
Williamsburg County Council carried several routine but consequential measures at its March meeting, advancing a bond measure, approving procurement and adopting an elections-transfer ordinance.
The council approved first reading of ordinance 2024-03, authorizing issuance of a waterworks and sewer system improvement revenue bond for Williamsburg County in an amount not to exceed $8,319,000. County Supervisor read the ordinance and the council approved first reading by voice vote.
The council also adopted ordinance 2024-01 on third reading, which accepts the transfer of authority to the Board of Elections and Voter Registration of Williamsburg County to conduct municipal elections for the Town of Lane. The measure was moved, seconded and adopted by the council.
On procurement, the bid committee reported it received a single compliant proposal from S and T to operate and monitor the county—s water and sewer system for $299,856. The Vice Chair offered the committee—s recommendation as a motion and the council approved acceptance of the bid pending staff review of specifications.
The council passed Resolution 2024-01 supporting the Black River Park initiative and calling for a state funding allocation for the Department of State Parks unit referenced in the request presented by Erin Pate of the Open Space Institute. The resolution will be signed and provided to the Open Space Institute the following morning.
Separately, the council amended the agenda to add first reading of ordinance 2024-04, an amendment to Exhibit B of the April 24, 1995 agreement between Berkeley County and Williamsburg County to expand the Joint County Industrial Park boundaries to include property located in Berkeley County.
The council handled each item by motion, second and voice vote. No roll-call tallies were read into the record; outcomes were announced orally by the chair. The council set its next meeting for Tuesday, March 19 at 6 p.m.
