Council authorizes drainage study and directs staff to create facility fee schedule, seeks stakeholder input

On Aug. 20 the County Council authorized the county administrator and economic-development director to negotiate and execute a contract with Tom and Hutton for a countywide drainage study funded by the South Carolina Rural Infrastructure Authority.
Council members emphasized the need for stakeholder input, particularly from homeowners and community groups in Savannah Lakes Village (SLV) and other frequently affected areas, so the contractor can identify the county’s priority problem locations rather than relying solely on dry-weather inspections. County staff and the engineer said input has been gathered from public works and SLV contacts and that the study will cover county jurisdiction roads (approximately 120 miles under county responsibility).
Separately, council considered a request from Satterfield Construction to use the WS Men Activity Center for banquets (requested Dec. 13 and a January date). Members expressed concern about negotiating fees with a major county contractor and directed the administrator to develop a uniform rental fee schedule applicable to nonprofits and private entities; the administrator will present the fee schedule at the next meeting.
Council amended the agenda item to authorize development of a fee schedule rather than a single agreement with Satterfield; staff said a written proposal and fee structure will be presented in the next meeting cycle.
