Council clears option to buy 3.77 acres east of county airport to support grading project

The County Council reviewed Resolution 01-24 on Aug. 20 authorizing the county administrator to execute an option agreement to purchase three parcels totaling 3.77 acres east of the McCormick County airport.
County staff and counsel presented a plat prepared for the purchase and said the property is needed to allow proper construction of a grading slope (4:1) required by an ongoing runway grading project. Staff said the option agreement had been reviewed by county counsel and the purchaser’s counsel, and that the matter is time sensitive because the grading must be completed on publicly owned property.
Council members asked about purchase price and additional closing costs. Staff said the negotiated purchase price is $13,013 (transcript phrasing) and that the county would pay modest closing costs (title search estimated $200–$250 and attorney fees likely under $1,000). Staff told council that liens would have to be satisfied by the seller as part of the negotiated agreement. The county indicated the acquisition would be paid from the economic development fund and that no budget amendment was required.
Council moved and seconded the measure and discussed details of title clearance; a council member asked for confirmation that DHEC approval was not required for the purchase and was told the grading plan will address any environmental permitting needs within the overall plan.
County staff indicated they are comfortable with the agreement as drafted and will proceed with closing steps if the option is executed.
