El Paso County commissioners approve Presidents' Day proclamation, consent calendar and enter executive session on litigation

The consent calendar (items 5a–5I3) was moved, seconded and approved by roll call; the clerk recorded five ayes and the motion passed 5–0. Commissioners later approved a proclamation recognizing Presidents' Day (02/16/2026). The proclamation text cited the historical role of the presidency and listed the board members; it was attested by County Clerk and Recorder Steve Schleicler.
Pastor Monty Mora offered an invocation before the vote, framing civic leadership in terms of humility, service and faith. "May God bless El Paso County. May God bless Colorado, and may God continue to bless The United States Of America," Mora said.
Following routine business and presentations, the board moved to go into executive session to consult with the county attorney and instruct negotiators on pending litigation. The request cited Colorado statutes authorizing executive sessions for attorney consultation and negotiation strategy (CRS 24‑6‑402(4)(b) and (e)) and referenced pending matters described in the request, including matters read into the record by staff. A motion to enter executive session was approved by roll call with five ayes, and the board recessed into executive session.
No public comments were registered during the public‑comment period for items not on the agenda. The clerk announced there were no called‑up consent items, no department/committee nonaction reports, and no addenda for the meeting.
The meeting record shows the board reconvened only briefly after a photograph for the proclamation and then proceeded with scheduled department reports and other agenda business before entering executive session.
