Officials opened bids for a variable frequency drive (VFD) and transformer replacement at the Bloomington Monroe Water Treatment Plant and recorded three offers, with staff saying they will review the submissions and report a recommended, responsive contractor to the board at the next meeting.
Dan Hudson, the capital projects manager, said the solicitation sought a base bid to replace both the transformer and the VFD for high-service pump No. 1 and an alternate that would leave the existing VFD in place and instead feed it from an on-site spare breaker. "We have 3 bids for the replacement of a VFD variable frequency drive and a transformer at the Monroe Water Treatment Plant," Hudson said when introducing the submissions.
Hudson read the bids aloud in the opening. The transcript records Electric Plus as one bidder; staff read a base-bid figure that was confirmed in the meeting as $429,125 but also noted confusion during the numeric readback and difficulties reading one alternate number. Hudson described all three firms as electrical contractors. "All 3, bidders are very confident bidders, and they're all electrical contractors," he said.
A second bidder listed in the packet is INPWR (spelled I N P W R in the materials) with a base bid recorded as $294,500; Hudson said he did not see an alternate page for that submission. Majestic Electric's base bid was read as $329,074.07 with an alternate of $334,357. Staff initially could not locate an alternate page for Empower but later found it; Hudson read Empower's alternate as $326,000.
Hudson said staff would "go through the bids and come back to you next board meeting on the 22nd" with a determination of which submission is the most "responsive or responsible" and with a resolution and contract for board consideration. No formal award or vote was taken during the opening.
The chair asked for petitions or communications from the public; none were offered and the meeting proceeded to adjournment of the bid opening portion.
Next step: staff review of responsiveness and responsibility, followed by a recommendation, drafted resolution and contract to be presented to the board at the next scheduled meeting.
