Ellettsville — Representatives of Richland Senior Citizens Housing presented a pilot agreement on Feb. 9 seeking town support for a property‑tax exemption that would enable use of tax credits to build 55 one‑bedroom units for residents 62 and older.
The presenter said the project is "somewhere between 6 and 6 and a half million" dollars and described an active waiting list of about two years. "We wanted to try to make an effort at building 55 more 1‑bedroom apartments," the Richland representative said, adding that tenant selection is handled locally and the Bloomington Housing Authority provides partnership support. He said residents would generally pay roughly 30% of adjusted income and the project aims for a first occupancy in 2027 if tax credits and approvals proceed.
Council members asked about the waiting-list composition and whether residents would come primarily from Ellettsville or Monroe County; presenters said the majority of applicants are local to Ellettsville and Bean Blossom Township but that admission must be open to all by law. The town attorney/staff noted the pilot agreement will be addressed as part of a forthcoming ordinance at the next meeting (second reading).
No formal ordinance vote occurred during the presentation; staff told the council the Richland item will be included on the next meeting's ordinance agenda for formal action.
