The proclamation recounted Dunbar High School's role (operated 1942–1967), named several alumni and organizers who lead celebratory events, and recognized local organizations supporting historical awareness and cultural events. The board read the proclamation and adopted it by unanimous voice vote.
Alumni and community leaders addressed the board following the proclamation. Lucille DeVoe, a Dunbar graduate, said the recognition "belongs to the alumnus of Dunbar, the family, the friends, and the entire community who supported us in this annual event." Other alumni and community partners described events planned for Black History Month in Green Cove Springs and adjacent areas.
