Hagerstown parks shift concession strategy to food trucks; Pangborn fishing monitored

City parks staff told the Hagerstown mayor and council on Feb. 10 that after two attempts to solicit a concessionaire there was no viable response and the city plans to rely on food trucks for weekend service at City Park this season.
“We got no responses,” staff said of the concessionaire solicitations, adding that previous concession operators and vending attempts had either ended contracts or proved unsustainable. Staff recommended opening the park to food trucks from Memorial Day through Labor Day and charging a small fee for site privilege; food trucks can also be moved within the park to serve different event locations.
Council members pressed staff on alternatives, including whether the city could operate the concession itself. Staff said the parks department is already stretched—three full‑time employees plus seasonal hires—and that hiring to run another permanent food operation would strain existing management capacity. Staff noted 21 seasonal and part‑time positions are budgeted for the summer and that only 13 were filled last year.
On Pangborn Park fishing, staff reported that more or less “nothing’s really changed” since council last reviewed the issue; people continue to fish, occasional volunteer groups pick up trash, and staff patrols occur when attendants are present. Council members asked about possible camera coverage and cleanup coordination; staff said they would explore camera placement and encouraged residents to report issues to staff.
What’s next: staff will advertise food‑truck opportunities for City Park events and maintain the concession structure; discussions about cameras and other monitoring at Pangborn Park will continue.
