The Evanston Committee on Referrals on Feb. 9 unanimously referred four new items and resolved a holdover Responsible Bidder Ordinance adjustment, sending the matters to the appropriate boards or to full council.
Council member Nussma introduced an amendment request to liquor license type E2 on behalf of Northlight Theatre to permit alcohol service beginning at 11 a.m.; the committee voted to send the amendment to the Liquor Control Review Board with a recommendation that it be heard by April. "We want to amend liquor license type E2 to allow Northlight to serve alcohol starting at 11 a.m.," Council member Nussma said.
The committee also referred a zoning‑code clarification from Council member Rogers to define what "temporary" means in the zoning ordinance. City staff and a council member asked that the matter be heard by the Land Use Commission at a special meeting on March 4 so it can be considered alongside a unique‑use application submitted by the Chicago Stars.
A referral from Council member Luke would revise residential franchise penalties to bring them into alignment with recent franchise agreements and other programming changes. City staff said ordinance language is drafted and has been reviewed by legal counsel; the committee referred the item to the Committee on Administration and Public Works with a recommendation that it be heard at the Feb. 23 APW meeting.
Finally, staff-prepared language to require short‑term rental platforms to be licensed — implementing a motion previously made by Council member Burns — was placed directly on the council agenda to be heard that evening. Councilor Newsom moved the direct referral to council, and the committee approved it.
On the holdover item (Row 54), staff reported changes to the Responsible Bidder Ordinance to align it with Illinois EPA funding requirements and state law; the committee voted to forward the adjusted resolution to Administration & Public Works for placement on an upcoming APW agenda.
All motions passed by voice vote with no recorded opposition during the meeting, which the clerk said had three members present. Where the committee set hearing dates, staff indicated timing constraints: the Land Use Commission special meeting on March 4 for the temporary‑use definition and an April hearing target for the Liquor Control Review Board consideration.
The committee adjourned after referring the items.
