Safety Harbor commission assigns zoning to three recently annexed properties

The Safety Harbor City Commission voted Feb. 2 to assign zoning designations to three parcels that were annexed into the city last December.
Cecilia, the planning staff sworn in to testify, described the three properties and staff recommendations. The commission approved Ordinance No. 2025-09 to designate 215 13th Avenue South (about 0.28 acres and developed with a single-family dwelling) as R-3 conditional mixed residential, consistent with neighboring parcels. The commission also approved Ordinance No. 2025-10 to assign R-2 single-family residential to 655 Waddell Drive (approximately 0.115 acres) and Ordinance No. 2025-12 to assign E-1 estate residential to 3584 Enterprise Road East (roughly 0.9 acres).
Carol Strickland, Community Development Director, had earlier explained that each property was annexed and lacked a zoning designation; staff recommended zoning consistent with the future land-use designations and surrounding neighborhoods.
No applicants or intervening parties were present for the hearings, and there were no public speakers on the items. Each ordinance was brought to the commission for first reading and was approved on a recorded roll-call vote. Rachel (staff) called the roll; Vice Mayor Diaz, Commissioner Steingold, Commissioner Besor, Commissioner Burnett and Mayor Ayub were recorded voting 'aye' on each of the three zoning items.
The votes clear the way for each ordinance to advance as required by the city's process for final adoption or second reading where applicable.
