Weber County updates B&C road mileage with new city ahead of UDOT deadline

County staff told commissioners on Feb. 9 that Weber County must update its B&C road mileage with the Utah Department of Transportation after the creation of a new city and a set of recent subdivision streets.
Ashley Toman, a county staff member presenting the item, said the new city’s submission and the county’s review produced revised mileage figures and that the county added about 3.5 miles of newly paved subdivision roads to its totals. "The new city has a 102 and a half paved miles, 1.7 gravel, and then 0.73 dirt," Toman said, noting those miles were subtracted from the county’s unincorporated totals for the application.
Toman explained UDOT requires mileage broken out by surface type because payment rates differ for paved, gravel and dirt surfaces. He also noted that private roads and seasonally closed roads are ineligible for B&C funding even when the county maintains them while open, citing examples such as Ant Flats and the Avon Divide.
Commissioners asked whether the new city understood payment arrangements. Staff said the city agreed in principle that monies would flow as part of a larger $2.1 million calculation the county had already included in its budgeting discussions.
Staff told commissioners the deadline to submit updated mileage to UDOT is toward the end of February so both jurisdictions can receive an initial distribution in March; staff asked the commission to sign the application form so it could be submitted on time.
Next steps: commissioners sign the mileage application and staff will submit the B&C updates to UDOT before the month-end deadline.
