The Plan Commission on Sept. 9 amended a conditional‑use permit for Ryan Street Rentals LLC, extending the deadline for completion of phase 2 to Dec. 31, 2024.
Staff told the commission the project (approved previously with a phased schedule) was out of sequence: trees along the north property line remain incomplete, Building 4 is not finished, concrete paths for two southeast buildings are pending, and the first lift of asphalt on the eastern half of the property had not been placed. Staff asked whether the commission preferred the applicant seek a permit amendment or whether revocation should be pursued.
Applicant representative Jeff said staff and the applicant had met on site and that building deliveries and paving were on the known schedule. "I think we would really be in good shape if everything was November," Jeff said as he described delivery and installation timing; later he identified November and a conservative Dec. 31 date as target milestones for the remaining items.
Commissioners noted past neighbor concerns about screening, fencing and runoff and discussed sequencing constraints including transformer installation by the utility (WPS) and concrete and asphalt weather windows for large pours. Staff said they would not issue full site occupancy until the north property line was fenced and the site secured.
Unidentified Speaker 4 moved to "amend the provisional use permit number 20220392 at 6508 Rhine Street to adjust the condition date for phase 2 to 12/31/2024." The motion was seconded by Veil and carried by voice vote; no roll‑call tally was provided in the record.
