DeSoto Parish details road projects, sets multiple bid dates and pursues grants

DeSoto Parish administrative staff presented a comprehensive update on road and capital projects and announced timelines for several upcoming bids and grant applications.
Mister Norton, who delivered the road department report, said the parish distributed a gravel-road list with mileage and locations and is correlating other road types such as oil mix and asphalt. "DeSoto Parish gravel road list, as the jury has requested this information in prior meetings, please find attached in your packet a list of all roads listed as gravel roads," he said, noting the list includes mileage and locations and that the department is working to classify other road surfaces.
The parish provided timelines for major capital projects. Norton said Brown Road right-of-way negotiations have completed and redesign is underway, with advertisement and bidding anticipated in March. Park Road in the I-49 Industrial Park, tied to a roughly $2,000,000 EDA grant awarded in 2022, went to advertisement; a pre-bid meeting is set for Feb. 3 and the engineers' estimate is $5,600,000. Norton also described Marshall Road patching and overlay work, Nash Road pending final document review with a projected March bid opening, and Red Bluff Road preliminary design nearing completion for a full reconstruction from Highway 175 to the I-49 underpass.
Norton listed engineering estimates and bid schedules for other items: WPA Road (engineer estimate $2,400,000), Byrd Street improvements (pre-bid Feb. 10, bid opening Feb. 18; estimate $1,700,000), a Stonewall compactor site (Feb. 3 bid opening; estimate $1,900,000), and an outdoor central plant at the annex (pre-bid Jan. 22; engineer estimate $318,000). He added the KCS Sewer Project is under construction but delayed by material deliveries.
On funding, Norton highlighted the parish's pursuit of grants to support projects. He noted the Community Water Enrichment Fund (CWEF) application is on the agenda with Water District No. 1 next in rotation and a submission deadline of Feb. 28, 2026; earlier CWEF awards and closeouts for North DeSoto and East DeSoto water systems were noted. The parish also authorized submission of an LGAP application for improvements to the Stanley Community Center and polling location, again with a Feb. 28 deadline. Norton said the parish is pursuing an LED lighting grant through the Louisiana Public Service Commission, with work planned at the DeSoto Parish Sports Complex and ballpark.
What happens next: the parish will advertise the projects and accept bids according to the posted pre-bid and bid-opening dates; grant applications authorized by the jury will be submitted by the stated deadlines.
