Orange council backs two tax-credit housing proposals, pledges small in-kind contributions

The staff presentation described a required in-kind local contribution — estimated at about $500, to be met by waived building fees or similar measures — as part of the application packet for the Texas Department of Housing and Community Affairs (TDHCA). The developer team was present and staff said pre-application scoring and competitive factors will determine award decisions; staff said a decision is expected around mid‑March.
Council also approved a resolution supporting Orange Senior Village (TDHCA application #26206) to convert the old Jones School site into senior housing for residents 55 and older, with similar in-kind support requested as part of the tax-credit application. City staff and council described a local need for more senior housing and said the applicant is an experienced affordable-housing developer.
Council approved both resolutions by voice/roll-call. Staff noted that final award of tax credits is determined by the state and that the city’s support is one element of the application packet.
