Clayton moves forward with broad code updates to modernize ordinances

The Town of Clayton council on Dec. 11 approved a set of updates to the town’s Code of Ordinances covering Chapters 30, 31, 32 and 36.
The clerk said the effort began in late 2022 and continued through this year, with redline documents provided to council. Changes described included recognizing work sessions, aligning advisory-board references so the code points to board bylaws (reducing the need for fee-triggering code amendments), and a substantial rewrite of Chapter 32 to modernize department and board language. Chapter 36 was updated to clarify conflict-of-interest standards and to reference the town’s 2010 code of ethics and a recently adopted social-media policy.
Council members asked for clarification about language that appeared to reinstate annual appointments for certain positions; the clerk explained the change reflected common municipal language drawn from peer communities and was primarily housekeeping to align with current practice. After discussion a council member moved and the council adopted the referenced code changes by voice vote.
The mayor noted the updates are part of a phased approach and staff will continue to work through chapters with legal stakeholders and department leads.
