The Town of Oakland commission on the first reading approved ordinance 2025-07, sending six proposed charter amendments to the 2026 general-election ballot.
The changes were summarized by Stephanie of the Charter Review Committee, who said the committee met six times and recommended six amendments to clarify procedures and reduce costs. The proposed changes would: allow a special election rather than a governor appointment if the commission does not fill a vacancy within the prescribed time; require a consistent three-vote threshold when two commissioners are unavailable; eliminate runoff elections so the candidate with the most votes would win; remove the petition method of qualifying for office while keeping an indigency waiver; prevent conflicting charter amendments appearing on the same ballot; and make grammatical and technical corrections across the charter.
Commissioners discussed remote participation and voting mechanics; staff clarified that remote participation remains allowed only after a physical quorum is present and that the proposed amendment would not change that rule. Commissioners also asked for confirmation that the revised voting threshold would not alter remote participation procedures. After discussion, a commissioner moved and a second was given to approve the ordinance’s first reading; the motion passed by voice vote.
Because this was a first reading, the ordinance does not take effect immediately. The amendments will be placed on the 2026 general-election ballot for voter consideration, subject to remaining procedural steps required by the town and county election officials.
