Rock Island city staff on Tuesday proposed a package of changes to the city's tobacco code aimed at tightening definitions, limiting specialty vape shops and making enforcement clearer — while urging caution on an outright ban of hemp-derived THC products until state or federal regulations stabilize.
Staff outlined the proposals during a study session, saying they would revise the code to add or clarify definitions (for smoking herbs, vaping devices and tobacco accessories), change the current 80% sales test that distinguishes general retailers from specialty tobacco shops to a 50% threshold, cap display/floor space for tobacco and accessories at 20% and place limits on the number of licenses for different classes of sellers. "Our recommendation at this time is, given the moving parts at both the state and federal government level, to wait for the state or federal government to adopt regulatory framework," one presenter said.
