Augustana launches Hilltop Community Development Corporation, presents early plans to Rock Island council

Augustana Colleges newly formed Hilltop Community Development Corporation described its early priorities to the Rock Island City Council, telling members it will pursue neighborhood revitalization, business support and both placemaking and potential real-estate opportunities.

Jerry Lack, who said he has served four weeks as the CDCs executive director, told council "this is an exciting new opportunity for the city of Rock Island and the Hilltop community." He said the CDC was formed in April, will focus on affordable housing, job training, small-business growth, streetscaping and events, and plans to pursue grants and private funding to support its work.

Lack outlined the CDCs initial governance and outreach: the organizations website lists a board of directors with appointees from Augustana College and the city, and includes a business directory grouped by food and beverage, retail and services. He announced the CDC has purchased the Curry Outbuilding at 1407 30th Street, which has been demolished to clear the corner for redevelopment options, and said the group is exploring promotional banners and streetscape concepts to highlight the Hilltop area.

Council members urged inclusive governance and stakeholder representation rather than a board dominated by a single institution; a council member suggested the CDC emulate downtown structures that incorporate business owners, residents and property owners on governing boards. Lack responded the group will continue outreach and said he intends the CDC to be "community focused" and grassroots-driven.
