Contracts and procurement - The committee approved change order number 3 to contract 1363096 (cooperative agreement 090320KON) with Kaneka/Minolta Business Solutions USA, Inc. to ratify an extension and increase funds for back‑file scanning and document digitization with funds not to exceed $125,000. - The committee authorized purchase of two Community Development vehicles (agenda 2026‑0228) paid with HUD CDBG‑CV funds at no cost to the county; item referenced about $89,000 in total for the two vehicles (Equinox and Tahoe). Commissioners asked about electric vehicle options and mileage; staff said the purchase was funded and fleet recommended the vehicle types presented. - Parks & Recreation received approval for a tree‑trim easement with Georgia Power at Rock Chapel Park (Lithonia) that will bring $12,936 to the park improvement fund.

Commissioners requested staff provide baseline pay rate information for direct care workers before the full board vote. - The committee accepted Atlanta Regional Commission‑administered FTA section 5310 funds totaling $73,093.58 with a required match of $18,273.40 to support senior transportation services and enhancements to the in‑house DeKalb Aging Database (DAD) routing app; staff projected the award would support services for roughly 200 seniors and about 3,046 trips in the fiscal year.
