Board approves Someone Cares Soup Kitchen tutoring MOU and several personnel/compensation items

After holding item B6 for more information, the board approved an amended MOU with Someone Cares Soup Kitchen to provide no-cost after-school tutoring, and also voted to approve a one-time off-schedule CSEA payment, executive staff compensation, and the 2026–27 board meeting schedule.
The Newport-Mesa Unified School District board approved multiple personnel and program items, including an amended memorandum of understanding with Someone Cares Soup Kitchen to provide after-school tutoring at district sites.
The MOU (moved from the consent list for additional board discussion) calls for Someone Cares to supply tutors who will assist existing teachers in small-group instruction in an Avid Scholars tutoring model at Ray and other sites. Michelle (site staff) described the program as leveraging district curricular materials and certificated teachers while nonprofit funds would pay high-school tutors. Adam Meredith, executive director of Someone Cares Orange County, said the tutors would be funded from the nonprofit's general fund and that Someone Cares has operated on-site tutoring within the last 18 months.
Trustees probed the MOU template language, asking who would be the subcontractors and seeking clarity on funding sources. District staff said some lines in the boilerplate template were vestiges of previous contracts and that the board could strike confusing subcontractor language. With that adjustment, the board moved and approved the MOU by roll call.
Separately the board approved a one-time, off-schedule 2% salary payment to members of the California School Employees Association (CSEA) to conclude negotiations for 2025-26, approved executive staff compensation and benefits for 2025-26, and approved the board meeting schedule for July 2026–June 2027. All votes described at the meeting were recorded by roll call as affirmative.
The board also earlier accepted the district's 2024-25 financial audit (see separate report). The Someone Cares MOU was amended at the meeting to remove confusing subcontractor language and to clarify that the tutoring arrangement would not require district payment to the nonprofit.
