City of Spokane’s draft EIS on growth alternatives open for comment through Feb. 18

Terrell Black of City of Spokane Planning told the steering committee that the city’s draft environmental impact statement (DEIS) on growth alternatives was released Dec. 18, 2025, and the agency and public comment period remains open through Feb. 18, 2026.
The city has been holding listening posts and will hold another session on Thursday from 4 to 6 p.m. at the South Hill Library. Staff have posted materials and a recorded webinar at planspokane.org and encouraged stakeholders to sign up for the city newsletter for updates. Terrell Black said the city expects to continue plan‑chapter work through March, start Plan Commission workshops Feb. 25 and brief city council at a Feb. 26 study session.
Why it matters: The DEIS frames alternatives that could influence where the city supports infill versus UGA expansion; public comment during the DEIS period is an opportunity to affect preferred alternatives before the city advances draft chapters and formal hearings.
What’s next: City staff will accept comments through Feb. 18 and continue outreach through listening sessions, webinars and the planspokane.org portal. The steering committee noted coordination with county modeling and timelines.
