Rita Lester, clerk of the board, presented resolution 26-055 to appoint Harry Bagwandan (Shady Grove Retreat Center) and Jessica Scoggin (Fire Mountain Arts Council) to provider and user roles, respectively, on the Lewis County Lodging Tax Advisory Committee through Dec. 31, 2027.
On public-health procurement, Matt Patana of Capital Infrastructure asked the board to re-approve rejection of all proposals for the public health water lab, saying proposed costs did not outweigh potential benefits; the board approved that action as resolution 26-056.
Becky Butler provided notice details for a separate item: the board set a public hearing on March 3 for the first 2026 budget amendment. Butler said written comments will be accepted through 10 a.m. March 1 and that the amendment reflects a revenue increase of $1,888,120 and an expenditure increase of $2,900,012 (estimated change in fund balance $1,011,892). The board approved the package of deliberation items and related consent and notice items by voice vote (motions carried 3-0).
The public was also given advance notice that Olympic Pipeline Company had applied to renew a five-year franchise for a pipeline within county road rights-of-way; staff will publish legal notice for a hearing set for March 10, 2026.
