The City Council approved a contract on Feb. 9 to reroof the Marina Center after staff said wind and storm damage required immediate repairs.
Director Lee told council the recommended agreement with Garland DBS covers the full reroof of the Marina Center and listed a base contract of $307,489. Additional funds were requested to cover moisture assessment, building testing, abatement services, construction contingency and some interior building repairs, bringing the total requested authorization to $438,289.
Councilmember Sinegal supported moving forward because the work is urgent but said she was surprised that about $40,000 she had expected to be available for College Park East projects was "clawed back" and that staff had not consulted her about that reallocation. She said her concern was procedural — to ensure district representatives are consulted on reallocations — and indicated she would support the urgent repairs while asking staff to find a way to restore funding for the district projects.
A motion to approve the contract was moved and seconded; the motion carried 5–0. Staff will proceed with contract execution and follow up on the funding‑allocation concern raised at the meeting.
