The Inspector General's office told the body it will evaluate how the parish tracks and reports secondary employment within the East Bank Consolidated Fire Department after determining a full audit would be infeasible due to missing documentation.
Kim (speaker 5) said that during planning the office discovered records needed for a traditional audit likely do not exist: "we're not gonna find those documents," she said, adding the office will deploy evaluative methodologies to assess tracking, reporting and related risks.
The office explained that without controls and supporting documentation it cannot hold individuals accountable in an audit context, so it will use evaluation techniques to identify control gaps and offer recommendations. An evaluation, she said, will still allow the office to examine risks tied to secondary employment and its intersection with attendance and off‑duty practices.
Unidentified Speaker 4 and others raised the concern that employees using sick leave while working secondary jobs present a risk; Kim said that is the kind of control deficiency the evaluation aims to address.
No formal policy decision or disciplinary action was taken during the meeting; the office described the evaluation approach and indicated follow‑up reporting will appear in future updates.
